Control Panel causes Windows Explorer to stop working.

Stumped

I am running Windows Vista for Busines, which was upgraded when Vista arrived
on my machine from Windows XP. Recently (last 3 months), every time I try to
start Control Panel, the message "Windows Explorer as stopped working"
arrives and the task bar and such all restart. Control Panel never gets a
chance to come up or to display anything. I have had a similar problem with
other 3rd party applications, all of which I managed to resolve with DEP
settings. This problem, however, is stumping me. I have looked through the
knowledge base, different forums, and anything else I could find, but still
have found no resolution. Any suggestions?
