Control panel view problem

When I click on control panel, instead of the web view or even the classic
view, I get an icon view like in explorer. there is no choice to switch
back and forth classic to web view. Any ideas.

While in Control Panel, click the Tools menu, click Folder Options. On the General tab
select the option: Show Common Tasks In Folders, then click the Apply and OK buttons.
