Control Panel not responding

I am unable to print anything, although all lights are on the printer. I go
to the control panel & click on printers folder to try to see if the printer
is off line for some reason, but the control panel is not responding. I have
to restart Windows everytime. Have tried shutting down completely and
restarting. Nothing works! Why can't I use the control panel to check my
printer? Any ideas anyone?
