Control panel, McAffee Security Centre, etc. do not open

As my only administration account I cannot open Control Panel, mcAffee
Security Centre and windows explorer. I am able to open Microsoft Outlook,
retrieving email, replying even, but not OPEN teh emails. When I log in as
another account ( I just have 2 accounts on the machine) I can do everything,
but my account type is limited (does not have all rights like install etc.).
has this happened to anybody?And what's the solution?

The First Question Of Troubleshooting: what changed between the time
things worked and the time they didn't? In the meantime, here are some
general troubleshooting steps:

1. Use the built-in Administrator account to get into Windows and do a
thorough scan for viruses and malware. While you are booted into that
Administrator account, go to Control Panel>User Accounts and create a
second emergency user account with administrative privileges.

In XP Home, boot the computer into Safe Mode. Do this by repeatedly
tapping the F8 key as the computer is starting up. This will get you to
the right menu. Navigate using your Up arrow key; the mouse will not
work here. Once in Safe Mode, you will see the normally hidden
Administrator account. The default password is a blank.

In XP Pro, you do not need to go into Safe Mode. At the Welcome Screen,
do Ctrl-Alt-Del twice to get the classic Windows logon box. Type in
"Administrator" and whatever password you assigned when you set up Windows.

2. If the computer is completely virus/malware-free and you can't
pinpoint a particular change that would have caused this, your user
account may have become corrupted. You can make a new user account for
yourself and copy over your data and settings by following these steps:

You will need to log into the new user account once before you can copy
anything to it.

Logged in as administrator I am not able to open my McAffee to scan. I have
done this under another (non-admin) account. As administrator I am not able
to open the Internet Explorer. I do have internet connection, because you see
i send this email using the non-admin account (on the same computer). i use
XP-Pro.
I am not able to create another ADMIN-user because I am not able to open
Control Panel. I looked at
http://www.elephantboycomputers.com/page2.html#Removing_Mal and saw to
uninstall Java; this I should do as ADMIN(istrator) and then to reinstall.
When I try to download (under my non-admin account) it does not come further
as CHECKING CONFIGURATION ...
I will keep trying .....perhaps you have more ideas?

Malke told you to login as the builtin Administrator, not YOUR adminstrator
account. She even told you how to do it.

As Frank told you, you aren't following the instructions I gave you. If
you find them difficult - and there is no shame in admitting this isn't
your cup of tea - take the machine to a professional computer repair
shop. This will not be your local version of BigStoreUSA.

Indeed, I discovered that I used the USER account instead of the
administration account. I have succeed to create another admin account and
followed your instructions to install my new account with success, thank you.
I rebooted the computer with the boot CD and discovered errors during the
SMART long Self test: error codes: 00F0:075D and 0F00:0244 and 0F00:1A44: Msg
block 78519809 uncorrectable data error or media is write protected.

No.
Log on as "Administrator" (you have to type it out I think), not another
administer account added by you.

Excellent, I'm glad you got into the system. Now back up your data
immediately because the SMART errors indicate that your hard drive is
going to fail at any moment.

Back up your data and replace the hard drive. It no longer matters that
Control Panel and McAfee Security Centre don't open because you'll need
to do a clean install of Windows.
