Control Panel Icons

I have set the My Computer and Control Panel icons to display Icons and the
Control Panel keeps reverting back to Details, the My Computer Icons are ok.

I've tried just about everything

In control panel ->view->select icons
Hold down the CTRL key and click the X in the upper right corner of the
window to close it.This will cause windows to remember the setting.
Try opening control panel, it should be "icons" now.
