Control Panel and "My Computer" icon on desktop do not function

I just upgraded a windows 98 PC to Win XP. Now when ever I click on the "My
Computer" icon on the desktop the screen goes blue for a few seconds then
comes right back to the desktop. Same for clicking on control panel. When I
restart the PC in safe mode they seem to work fine. Any help would be
appreciated.

Odds are it's a problem with the drivers for your video adapter.
You might want to check the video card manufacturer's web site
for the Windows XP drivers for your adapter.
