Control Insert won't Copy

For some strange reason Control Insert will no copy things to the clipboard. Control C still does but after spending years using Control Insert I need it back. Any ideas on where to start?

This depends entirely on what program you're using. Look in the help
file for your application, there may be a setting you can make.
 
It fails to work in all applications, word, excel, aurocad, photoshop etc.
