Control alt delete problem

When I hit control alt delete keys a window pops up with the message saying
Task Manager has been disabled by your Administrator. Well I thought I was
the administrator and I dont remember disableing it. How do I disable so I
can go in and shut down hung processes and figure out why my PC is so slow.
Which brings me to another question as to why my PC is so slow. I think I
got a virus and deleted a file that I wasnt supposed to. Is there any way to
find that missing Windows XP Home Edition file without haveing to re-format
my whole hard drive.

The slow PC problem, along with the "Task Manager has been disabled by your
Administrator" problem, may be due to malware infection (trojan or other).
Update your virus scanner's definition files and perform a full system scan.

If you think that you may have deleted an XP system file, try running System
File Checker. Go to Start>Run and key in:
SFC /SCANNOW
Have your install CD ready, as you will probably be prompted to insert it.
