Computer running slow and task manager is disabled

My computer is running very slow and the task manager is disasbled. Everytime
I press ctrl-alt-delete an error message appears telling me that task
manager was disabled by the administrator. I don't ever remember doing this
for I am the administrator.
I've performed a disc clean up and defragmentation. The only way I can get
the computer to speed up a little is to shut it down and reboot. It takes
forever to shut down as well. Please help.................
