continuous reboot loop

My Windows XP Pro continuously reboots with a message briefly appearing about a password change, and no match, (isass.exe in the window header), but no paswword is requested. Will not boot into safe mode either. Help!
 
I have the same problem on my laptop which appeared after my system crashed. Any fix available?
