BIG Trouble - XP SP2 Boot Loop/No Safe Mode Etcetera

After making some software changes, my Windows will not open. It goes into a
continual loop. I have tried disabling the "reboot on error" - does not work
- continues to loop.

I am unable to get into ANY of the safe modes - or any mode at all. The mode
selected will display a DOS-type list of drivers, goes to a black safe-mode
screen, but then does not open Windows.

It will not boot from the floppy Boot Disk set I made off of Microsoft.com -
get a "non-system disk or disk error" message.

Will not boot from the XP SP2 CD - nothing happens. I have changed the order
that the machine boots in each of these tries.

I would like to get to the recovery mode, or failing that, be able to do a
reinstall, but putting in the Windows XP SP2 CD gets no response.

I ran the Dell Diagnostics CD, no errors found.

How can I get something to work?

If you have set the floppy disk to boot first then you may have a fauly disk
1, trycreating a second disk 1.
