Continuous Breaks

I am working on a one page document that consists of a header, a 3 column
section and a two column section. I have finished the 3 column section and
am trying to insert a continuous section break in order to format the final 2
column section. The problem is that whenever I go to insert the continuous
break it automatically inserts with 10+ lines in between the end of the
previous section and the beginning of the new section. This creates a huge
gap in the document and prevents me from keeping it on one page. Why is this
happening and what can I do? Thanks.

Does the three-column section include footnotes? Also, does the two-column
section already exist? If so, there is already a continuous break between it
and the three-column section.
