Continual Pop-ups

We are always getting pop-ups from places like "pop-up
killer.com" or "block pop-ups.com" We will get them even
if we are not surfing. Sometimes we get so many that our
system freezes up. This a new computer. Our old
computer did not get this problem (used older version of
IE). If I use Netscape there is no problem. Also, I
have a laptop with the same problem when using IE (there
is AOL service on the laptop). Please sens any
suggestions- (is this an IP address issue)
