contacts not showing with "To" but fine elsewhere

I'm running office 2003 and seem to be having issues with my contacts. When I
chekc my contacts under the contacts menu they all show up fine. But when I
try to compose a email and use the "To" button I get an error stating that
the specified contact list does not exist. Office then opens up the address
book and I have two entries listed (contact list, and the address book) and
both are empty

I'm thinking that this is a registry setting issue but I'm not sure where to
attack it, The contacts are obviously there but for some reason "To" can't
get to them correctly.

Any ideas would be appreciated.

Click on Contacts, select contacts and right click go to properties, and then
click on outlook address book tab, enable show this folder as an email
address book
