contacts folder properties; Outlook address book tab not there

I have two contacts folders: the default one with no entries in it and
another one that our network administrator set up with all the contacts i
need. When i right-click the "network" contacts folder to add it to my
outlook address book, the outlook address book tab is not there?? Help!
 
Where is the network contacts folder located? Is the Outlook Address book
present in your profile?
