contact management access database

I have MSAcess 2003, XP. I get a downlaod error message that contact
management template 2000 cannot be download into 2003. Why can''t I download
a 2000 database listed under 2003 database templates.
 
The template site has a "Download Now" button at the bottom of the error
page. I forces the download even if the initial scan thinks you don't have
the correct version on your machine.

Additionally, if you did a full install of Access, you have the Contact
Management database template already on your computer. Just start it by
clicking on the General Templates hyperlink on the initial Task Pane.
