Contact information not viewable

I am in the end stages of a network migration from Windows NT 4.0 Server
with Win 98 and XP clients to Windows 2000 AD domain with same clients.
Exchange 5.5 has been installed on the Windows 2000 Server. Server has SP4
and Exchange 5.5 is currently at SP4 as well. Clients use Outlook 2000 and
outlook XP. So far the testing has included five client systems with
associated users, and one server. Exchange 5.5 installed on Server 1. All
mail is in the mail store and no .pst's. Here is the issue:

User 1 on Workstation A and User 2 on Workstation B need to share their
Contacts folders with User 3 on Workstation C. User 1 has 302 contacts in
his Contacts folder, some with email addresses and some without. User 2 has
82 Contacts, again some with email addresses and some without. Both add
User 3 in the permissions of their Contacts folders with Editing Publisher
privileges. User 3 opens the Contacts folder for both, but cannot see any
of the contacts. All of the Contacts for User 1 are viewable in the
Contacts folder from Workstation A, and same for User 2 on Workstation B.
User 3 on Workstation C can see the correct number of contacts in the
folders, in the Status Bar in the lower left corner of the window on
Workstation C. I have checked to make sure that no filters are set on the
Contacts folder on Workstations A and B, and have done the same on the
Contacts folders that are shared on Workstation C. To test to see if it
were specific to these users, I shared the Contacts folder of User 4 on
Workstation D, giving User 5 Publishing Editor privileges on User 4's
Contacts folder, then tried to view the Contacts on Workstation E logged in
as User 5. Same result. I could see the number of contacts in the status
bar, but no viewable information on the Contacts.

This appears to be a problem with the view settings, but since it is
occurring with everyone tested, it leads me to believe that something needs
adjusted on the server. I did check to make sure that the Outlook Address
Book is added to the profiles of Users 1 and 2. I have even tried setting
User 3 as an owner of the Contacts folder of User 1 on Workstation A, but no
change.

If anyone has any ideas, or has seen this type of behavior before, and can
offer suggestions, I would greatly appreciate it.

Problem solved. All of the contacts were marked as Private. Once that was
reversed, they were viewable in the shared view.
