Outlook 2007 - shared contacts

Here is my scenario. My problem is with Outlook 2007 (connecting to an
exchange server) on 3 users machines. All running XP Pro. User 1 shares his
contacts with users 2 & 3. Sets permission for users 2 & 3 to "publishing
editor" so that they may edit his contacts. User 2 opens the shared contacts,
sees a screen that is labeled "User 1 - Contacts" and sees all contacts fine.
User 3 opens shared contacts, sees a screen that says "User 1 Contacts -
Outlook Today". Can't see any contacts, only user 1's Outlook today info. I
have tried removing outlook from User 1 and User 3, reinstalling, resharing,
resetting permissions, exact same result. Also tried remove/reinstall this
time giving permission to user 3 before user 2, and then again with user 3
only with no permissions for user 2. No change whatsoever. I am stumped and
can't seem to find where anyone has ever duplicated this anywhere. Any
advice/direction would be most appreciated!

I did it myself....twice! User 1 sends the invite message to "view my
contacts", user 3 clicks on the "click here to open the contacts folder".
Also tried, on user 3's machine, to "Open shared contacts", entered Use 1's
name, and what opened again was "User 1 - Contacts - Outlook Today".

It shouldn't be viewable... but it is right there in front of me. That's
exactly my point. Yes, the permissions are set on User 1's contacts for users
2 & 3
to be "publishing Editors". User 1 is a Judge, user 2 his secretary and user
3 his law clerk. Like I stated, User 2 is absolutely fine, user 3 sees user
1's "Outlook today". All settings on user 2 and 3 are identical. Even
uninstalling/rebooting/reinstalling outlook 2007 on User 1 and 3 didn't
change the result.
