"Connection Was Refused..." Msg Who Issued It??

I am getting a message that says "Alert" in the title bar,
then the message is "The connection was refused when
attempting to contact forums.us.dell.com." I have a near
new Dell 8300 running Win XP Pro. I am running Norton
Internet Security 2004, and I have Windows ICF turned off.
I had no trouble contacting the Dell forum yesterday. I
suspect Norton IS issued the message, but how can I tell,
and what so I do about it?

SidBord,

If you didn't have this issue yesterday and it just
happened today it may be an issue with the Dell forum
site, as opposed to your computer.

I'd wait and give it a go later or tomorrow and if it's
still saying them same post back. Are you able to access
other websites ok?

Update: You are exactly correct. I have since found out
that the server was down for awhile. The message came from
my browser. What a relief. I recently had a lot of
problems with Zone Alarm and Norton IS, and I was afraid
that I hadn't completely exorcised all of them. I sure
wish programmers would put the source of their messages in
the title bar. I mean, how hard could it be?
