Connection was refused attempting to connect

Anyone know what this error is? "The connection was
refused when attempting to contact www.anysite.com"

I'll be able to access the site then all of a sudden I
can't get back in. Have to soft boot to get back on and
go anywhere, then it starts all over again.
Thx.
 
PS: No error msgs on Gateway Firewall. Firewall on PC
is not active. Using PestPatrol, removed all spy scum.
