connection settings change by themselves

My connection settings keep changing so that every time I
log on I have to goto tools>connections>settings to
uncheck the "use proxy server" box. I looked this up in
the online help and it said to goto start>run>regsvr32 -u
ahiehelp.dll. However, when I do this I get an error
message "Libraryload(regsvr32 -u ahiehelp.dll) cannot be
found. Now what do I do?

You Cannot Save Web Proxy Setting in I. E. on Some Windows-Based Clients
Settings that you configure for Web Proxy in Internet Explorer may not be
saved. When you restart the workstation, the newly saved configuration
reverts back to the default settings.
