Connection monitor/log software?

I've had a mate ask if I can find something that can monitor a
broadband connection.

The problem is an ADSL service that seems to be dropping in and out --
he'd like to find something that monitors, and logs, the connection so
that he's got something useful to take to his ISP.

Any ideas?

If his ADSL modem has SNMP capabilities, then there is always MRTG,
