connection issue

I receive the following message :You must have an internet connection to use
the online help. (Dialogus Box) When I try go to help from Piccasa and Tax
Cut. I have a internet connection that works fine.

There is probably a setting in these programs where you need to specify what
your internet connection is so they can find it when you click help.
