connecting to network printer

I have XP Pro on a desktop machine. When I try to connect
to a shared printer on our server, it will not connect and
I get the fowllowing: "a polcy is in effect on your
computer which prevents you from connecting to this print
queue" I am a power user on the machine.
 
Start/Control Panel/Printers and ....etc/rightclick your printer and click Sharing
Then click Network Setup Wizard.
