If your PCs are running XP Pro or Windows 2003/2000 Server (and Terminal
Services) you can use Remote Desktop from a remote location to
access/control the PCs. See these pages for help...

http://theillustratednetwork.mvps.org/RemoteDesktop/RemoteDesktopSetupandTroubleshooting.html

Multiple PC access methods...

....or...

http://theillustratednetwork.mvps.org/RemoteDesktop/Multiple_PC_RD.html

Depending on the method used you need to forward the correct ports through
your router to the static private LAN IP of the PC(s)...

If the PCs are running XP Home or Windows 2000/Windows Me/Windows 9X you can
use UltraVNC as an alternative. Get the server, client and encryption
software from...

http://ultravnc.sourceforge.net/
http://www.realvnc.com/faq.html#firewall

As far as the camera is concerned, some come with built-in software that
streams the video to the internet. Otherwise you can use a program like MS
Portrait to access the camera...

You did not say FROM what IP are you trying to connect. I assume it has a
public IP. That is where your problem is: You cannot connect from public IP
to IP in a private network (as yours 192.168.1.x is). There is NAT on that
path.
Read abou private networks and NAT.

There are ways to combat that (DMZ, port redirection, UPNP). There are some
limitations but it is possible to achieve what you want.
Now if i try to connect to the Ethernet Camera that is also connected I am
unable to do it from anywhere else exept my house the ( IP Address:
192.168.1.44) I can connect remotely or connect to the camera from home but

Same as above.

You need some education. Yes, your setup configuration has to be modified to
allow for what you need.

Is Ultra VNC Safe to use... I installed it and i works at home, I am going to
try it out from a different computer tomorrow, see if i can access it
remotely using the Ultra VNC software. Thanks for your help I will let you
know if it works. Hope it does... :)

Use the UltraVNC encryption plug-in if you use it over the public internet
or run it through a SSH or VPN tunnel. Natively you need to open TCP Port
5900 through any firewall in bound to access your PC from a remote site.
