connect laptop with 2000 pro to a workgropu (no server)

I have a 4 computer network (Win98, No server)) The
computers share files and there are 2 print servers that
the computers share. All cat-5s connect to an eight port
switch. All the computers have static IP addresses.
Problem: My new Win 2K laptop cannot see or ping the
network it is plugged into. It has a static IP. The
Domain/ Workgroup setup screen was answered Workgroup with
the workgroup's name.

Ideas???
