Configuring SMTP server

Hi,
Is there any link available for the configuration of smtp server(local)
for windows xp professional.
How to add users(i.e only windows account or we can add user on own) to
smtp server?
how to test that smtp server is working or not?
I tried by setting smtp server using links provided by microsoft

I also tried using the link provided by microsoft,but i am not able to
setup SMTP server
Tested smtp server using the link

I am able to send the mail,but unable to receive the mail using outlook
express.
My need is to send and receive mail in my computer using local domain.
Kindly help me with details
