Configure internet explorer for email

I go to tools, internet options, programs and am unable to enter or select
anything in the email configuration area.
 
You have to set up your POP email accounts in Outlook Express first. Your ISP
will give you the settings. You can use the Internet Connection Wizard to set
up your account. If you have web email like Hotmail, you just use your
browser to go to www.Hotmail.com to set up a free mail account. Then Hotmail
will appear in the Programs list in Internet Options.
 
I am using Outlook Express with no problems. I have a blank that is not
allowing me to configure internet explorer to use outlook express.
