Conference room to be only booked as a resource

I have several conference rooms, I want only my users to be able to add these
rooms for meetings as resources not attendees

How do I configure these accounts so they can only be invited as resources

What we did was to set up a rule on the resource e-mail account, I believe
the rule had the following information
"Apply this rule after the message arrives"
"Where my name is in the to or Cc box"
"have Server reply using a specific message"
"delete it"
"and stop processing more rules"

The specific message is a template that will reply to the sender to inform
them that this is a resource and how to schedule it.

Do not add any client actions, you want this all done by the server.
