Computers stuck on "Loading personal settings" after login

I have two Windows XP machines at a remote office. There is a Cisco router
with a VPN tunnel back to head office. The XP machines are configured with
the Active Directory servers at Head Office as their DNS servers. Network
connectivity isn't a problem as pings back and forth work, as do programs
such as VNC. The connection from the remote site back to head office is a
512/128k ADSL connection. Other sites are setup in a similar fashion and
have no problems.

When attempting to login using a domain login at the remote site, the PCs
will appear to hang on "Loading personal settings". If left long enough
(usually about half an hour) the remote site machines will eventually login.
There is no group policy applied to the machines. The user accounts have a
group policy and a login script assigned to them.

I've basically run out of ideas as to what may be causing this. Any help
would be appreciated. Thanks.
