Computer wont turn off

When I go to shutdown my computer it doesn't turn off anymore. You can hear
the hard drives turn off, but then the computer itself doesn't and it just
resets, then the HD's spin back up and it loads windows again. And no I'm
not clicking restart. I'm defiantly without fail clicking Start -> Turn off
computer -> Turn off.

This just started happening on Christmas when connected my new mouse and
keyboard, both new and old devices were Logitech. I downloaded the drivers
from the website and everything works fine except shutting down.

I don't see how changing the mouse or keyboard could make it start doing
that, so I uninstalled the drivers and reconnected the old mouse and
keyboard and it's still doing it.

Anyone have any ideas how to get my computer to shut off again?

Use a utility called X-Setup Pro (is freeware) to check if you have
enabled a fast shutdown (in many OEM configurations, this leads to a
restart instead of shutdown). Look at MS's website for information on
fast shutdown. You would need to change toggle this registry key:
"HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Shutdown"
,from 1 to 0.

thanks for the help, i should try that, the drivers for the keyboard only go
up to win 98 and after they were uninstalled it shutdown fine just the extra
buttons on the keyboard no longer worked, (older keyboard)
