Ok. Then it may be a power supply problem. A simple test is looking at the back where there might be a fan and see if you here the fan turning. If not, it sounds like a bad power supply. This would require a hardware person to replace it. I've had it done on a couple of old machines of mine.
Other than that, I'll have to think some more.
BTW, is this a home pc? Do you know of a good pc repair shot or a close friend who may be able to take a look at it. It sounds more like hardware than software.

The computer doesn't even try to start and cannot boot from
disk. How can I do a fresh install if I cannot get the
computer to turn on? Have tried unplugging power cable and
this did not work either.

Or does the monitor just stay blank?
Can you pull out the power cable and wait 15 minutes, then
plug it back in? What happens?
Is there any way to boot from a floppy disk into DOS just
to see if the system really works?
If you've been hijacked, then I'd suggest not even trying
to get into the system but trying a fresh install.
