Computer will not power down

I just had a friend install a new Chaintech vnf4 motherboard and installed
Windows xp home edition with SP2. I am able to shutdown the operating system
by going to start/turn off computer. The system will shut down but my
motherboard keeps running. The fan continues to go. I am unable to use the
button on the computer to power back up. I have to turn off the power supply
then turn it back on and hit the button on the computer to start it back up.
Can anyone help. I have a call to tech support for the motherboard.

That sounds like a job for a good small local computer repair shop. Just
ask how much first.

Get your friend to check out the case cable connections.. one or more is not
'right'.. the reason that powering on from the power supply works is that
the board is set to start up automatically in the event of a power failure,
which is essentially what switching off and then back on is emulating..
