OK, I did what you suggested (turn off automatic restart on error) and what
happens now is that my screen becomes blue with big white letters saying:
IRQL_NOT_LESS_OR_EQUAL
If this is the first tiem you see this stop error . . .
Stop: 0x00000000000A, 0x. . .2DC, 0x. . .FF, 0x . . .0, 0x80523912
I get this screen towards the end of the computer turning off.
Does this tell you anything?
While this blue screen is on I can hit the power button and it turns off.

It could be that the computer goes into an error state when you try to
shutdown and if it's set to automatically restart on error, then that's
what it's doing. To see if this is the case go to My Computer |
Properties | Advanced | Startup and Recovery. Untick the automatically
restart box. Ok out. Then shutdown and see what happens. If it's an
error situation then a blue screen should come up with a stop error
message. Post back with that message verbatim.
