Computer restart not shut down

In WinXp Pro, I clcik on shutdown it goes through the normal routine. The problem is that instead of shutting down it restarts.
I don’t have Roxio Easy CD Creator 5.0 or Direct CD 5.0 installed on my PC, and I also unchecked the automatically restart check box, and that didn’t help ether.
I got this answer

Check in the BIOS that you don't have any wake events, like mouse or keyboard which would cause the PC to boot if you move the mouse or touch a key.

but i dont know how to check bios? Please help me i am very distrub from this probelm from two weeks.
Any help would be apreeciated. Thankyou

I also had the same problem and no wake events. It just started happening to me. It only stopped happening when I re-installed XP for another reason. Hope you find the answer cos it is an irritating problem...

Sorry to pseudo-hijack your thread; I just installed Roxio/Direct CD. Can you link me to the problem/fix on why this installation can cause windows to restart instead of shutdown? It sounds like that install is a common cause to the restart/shutdown problem, but it seems to be common knowledge, except to me. And where is the automatically restart check box?
