Computer not booting, not sure if Windows problem or not

Trying to fix a problem I've never heard of and unfortunately do not
have access to the computer yet. Trying to do research in the
meantime. We have a year old Dell (Windows XP Home) that apparently
doesn't want to boot. From what I understand they hit the power
button, and think that they hear it start to do something, but the CRT
monitor only shows a blue arrow, maybe 2 inches across the bottom,
that points up and is on the top portion of the screen. If they hit
the power button a few times, it comes on. Any ideas?
