Computer locks but does not allow user back in with password

Hi, Folks, has anyone seen an issue were a user is RAS'd in offsite and they
lock their system, but on returning, are not able to log back in with their
password. The system has to be restarted and then it allows the user to
login. Any ideas?

Some forms of locking require local admin status to unlock
