computer keeps restarting... will not completely start

my boyfriend's computer randomly restarted itself last night while he was on
the internet, and since then it will not start up again. it keeps restarting
itself over and over again, and will not even get to the desktop before the
blue screen pops up for about half a second and the computer restarts again.
is this a software or hardware problem, and can it be fixed without having to
completely reformat the hard drive? we don't want to lose his information.

can you at least get to safe mode?

(hit F8 while booting)

If you cannot even get to safe mode...
it may be a hardware problem

run a RAM test
