Computer Freezes

I have just had a computer built for me and Windows Vista Business was
installed. THe problem im encountering is that whenI start up the 1st time i
go to put in a password or an internet address in the address bar my computer
will freeze. I reboot the computer and it will not happen again in the
current session until i shut down.
Its got to the stage where now i start up and go straight to IE7 and make it
freeze so i can reboot and know it wont happen again.
Im no genius with computers, just a frustrated user so would appreciate any
help.

Not knowing anything about the specs of the computer "built for you", it's
difficult to say.
This is a possibility: the people who put your PC together may have skimped
on the Power Supply (PSU). I've seen the behavior you describe on PC's with
marginal PSU's that was cured by simply replacing the PSU with one that
supplied more amperage on the 12v rails.

In your shoes, I'd take the PC back to the builder, demonstrate the problem
and ask that a "better" PSU be installed and tested. I have no idea what, if
any, warranty you have, but even if you have to pay a bit more for an
upscale PSU, it's worth it if it cures your problem.
