Computer does not restart automatically after shut down.

My computer is connected to a power monitor. Normally, when I click on
start, shut down, and shut down it shuts down and then when I turn on the
power on the monitor it restarts automatically. Now when I turn the power
on, I also have to push the start button on the computer to make it start.
How do I change it back the way it was?
