computer always restarts

I'm running XP Pro 2nd edition. When I try to turn off my PC, it restarts
even though I'm selecting "turn off". I thought it might be a heat issue, so
I replaced the fan, but it still restarts. In order to actually turn it off,
I have been using the on off switch on the back of the power supply. Any
ideas?
