computer adminstrator use

I recently had to recover my system. I set up to computer administrator accounts and the rest limited. When attempting to do certain tasks (such assigning a default e-mail program) I get an error message saying I must be an administrator to perform. I am!! Any help or suggestions?
 
You might not have correct permissions to the
HKEY_LOCAL_MACHINE area of the registry? Go into Regedit,
right click HKEY_LOCAL_MACHINE, select permissions (or
security).

have you tried using safe mode
