I am trying to completely reinstall XP from the
beginning. I don't want to save any files, or
anything. Totally clean slate. I don't know how to do
that though without just reinstalling over the current
system.

I did this last year and I think I had to something
before I got into Windows. In BIOS or something??

You have to go into your BIOS and set the CD Drive as the First Boot device. Then restart with the XP disc in the drive and at the bottom of the screen (after the POST screen) you'll see "Press any key to boot from CD", press any key and then just follow the onscreen instructions.

Greetings --

Simply boot from the WinXP installation CD. You'll be offered the
opportunity to delete, create, and format partitions as part of the
installation process. (You may need to re-arrange the order of boot
devices in the PC's BIOS to boot from the CD.)

Start by hitting the appropriate hotkey for your motherboard at power on
so as to get to BIOS setup. There set the boot order to CD drive before
Hard disk - either on an explicit Boot page (arrow down to the CD drive,
use number pad + to push it up), or on a BIOS Settings one (Boot Order -
use PageDn to cycle round to CD-Rom, C). Hit ESC to exit that page

Then put the XP CD in the drive, exit, saving settings, to boot the XP
CD direct. Enter Setup, and after the license agreement take New
Install. When it asks you to confirm where, hit ESC; select and delete
the current partition and make a new RAW one to be formatted at the next
stage

The important point is the delete. Without that it will just go ahead
and make a new install over the top of the old one
