Compacting doesn't work

Initial size of pst file 50MB. You delete plenty of messages + empty deleted
items which is too large. Check the size of the pst file and it's the same
which is normal. Then you compact the database and that finishes very
quickly (1 second). then you check the size again and it's still the same,
which is not normal. Why does that happen?

In all cases that I have done that, the pst file will shrink right after
compacting it.

May take one or two clicks on the compact now button, but Microsoft does
amount of data + 4% since there is a cost in waiting for the hardware to
grow the file. (Also don't forget there will be hidden items like views,
rules, .etc in the PST file.)
