Comp get stuck when I choose "To restart now"

Comp get stuck every time when I choose "To restart now"
when I download programs. If I turn it off manually (It
takes quite a few seconds to hold button)and after that I
turn it on again it starts like nothing happen. If I
should run scandisc to locate a problem cdould you remind
me plz how to do it? Thx

To Perform a ChkDisk MyComputer>Drive Icon>Rt click and select
Properties>Tools>Check Now.
