command to trace routes?

hello there -
is there any command line tool I can use to trace packet routes? e.g. an
equivalent of the traceroute command in linux? Also, where or how can I find
out what administrative programs there are that I can run from Start - Run,
and what they do? e.g. like the 'ping' or 'ipconfig' commands?

ps- I particularly want to know about network and tcp administration
commands, eg, to trace packets, so show network overview, to show what ip
addresses are assigned and to who, etc., stuff like that

Search the Help and Support Center for "command-line reference" and note the
hyphen. You should be able to pick out the relevant commands quickly
enough. Pay particular attention to the "N" section and "TCP/IP Utilities
and Services". HTH
