Start-Run or command line tools

hello there -
Where or how can I find out what administrative programs there are that I
can run from Start - Run, and what they do? e.g. like the 'ping' or
'ipconfig' commands?
I particularly want to know about network administration commands, eg, to
trace packets, so show network overview, to show what ip addresses are
assigned and to who, etc.

I have a shortcut to:

%windir%\hh.exe ms-its:c:\Windows\Help\ntcmds.chm::/ntcmds.htm

on my Start Menu. ;-)
