If you are unable to launch a Command Processor on your
machine then it is probably blocked by some policy restriction.
You need to discuss the matter with your system administrator.

If you are asking how to turn off a popup-blocker from the command prompt, I
don't think you can.

IF it is possible, it's a function of the particular pop-up blocker program
you're using.
