Come back to me taskbar

My taskbar is gone. Its not because of Auto-hide and it is not locked. It's at the bottom of my screen but all i see is a tiny blue bar. The only way i get to see it is when i turn a taskbar toolbar on (ie the language bar) but then no open programs show up on the taskbar just the language bar. i tried all the different taskbar options but i can't get the thing back. please help me, i think i screwed up a setting that isnt in the normal taskbar dialog box settings. Any help would be hugely appreated. im using windows xp proffesional if that makes a difference, on an ibm T40 laptop. thanks
