Combining Email Addresses

I have a customer database that has an email address field associated with it.

I would like to concatenate all of the emails and add a " ; " for all
customers that are a part of agency 540. They end user needs to be able to
paste this into an email to hit all users within this agency.

1 & " ; " & [Email]2

Is there a simple way to do this function?
